What is libretro-vice-x128-git?

This package builds the Commodore 128 variant of the VICE (Versatile Commodore Emulator) core for RetroArch, letting it boot C128 software. VICE-libretro supports save states, ZIP archive loading, M3U multi-disk playlists, and optional JiffyDOS fast-loading ROMs. It is purely an emulation backend — you interact with it through RetroArch's own interface, not a UI of its own.
