What is libretro-vice-xcbm2-git?

This VICE-libretro core emulates the Commodore CBM-II 6x0/7x0 series, the business and professional-oriented 8-bit computers Commodore sold alongside the C64. It's part of the same RetroArch port of VICE as the other Commodore cores, with save states, disk/tape image support, and remappable controls, and has no interface of its own beyond RetroArch's.
