What is libretro-vice-xplus4-git?

This is the Plus/4 core of VICE (the Versatile Commodore Emulator) built for the libretro/RetroArch framework. It lets RetroArch load and run Commodore Plus/4 software, cycle-accurate down to the original hardware, so old Plus/4 disk and tape images can be played on a modern Linux desktop. It has no interface of its own; it plugs into RetroArch, which supplies the menus, controller mapping, and video output.
